1: USUALLY THESE PAST THE DEADLINE BUDGET BATTLES HAPPEN IN BUDGET YEARS - NOT THE SECOND YEAR OF A BIENNIUM. IS THAT JUST ANOTHER INDICATOR OF HOW THIS RECESSION HAS CHANGED EVERYTHING?
2: ESTIMATES FOR THE BUDGET DEFICIT RANGE FROM 295- 360 MILLION. THE HIGHER NUMBER IS QUOTED BY REPUBLICANS - IS THAT RELATED TO THEIR GLOOMIER FORECASTS FOR THE ECONOMY - AND STATE REVENUE NUMBERS?
TALKED WITH SOME SENATORS ON WEDNESDAY. TWO SAID WITH 2010 BUDGET DEALT WITH, THERE IS NO ABSOLUTE REQUIREMENT TO DEAL WITH ENTIRE 2011 DEFICIT. THEY FELT THERE IS SOME HOPE THAT IT COULD TAKE CARE OF ITSELF IF THE REVENUE PROJECTIONS DO END UP BEING CONSERVATIVE.
JUST TO BRIEFLY REVIEW - THE HOUSE HAD OFFERED MONEY FROM LCHIP, HIGHWAY FUND, THE REGIONAL GREENHOUSE GAS INITIATIVE AND WHAT'S LEFT OF THE RAINY DAY FUND. JUST NO GAMBLING MONEY.
WE SAW DEBATE IN THE HOUSE OVER THE REVENUE PROJECTIONS - STRENUOUS OPPOSITION TO THEM BY NORMAN MAJOR - FORMER CHAIR OF THE HOUSE WAYS AND MEANS COMMITTEE. HE WARNED DEMOCRATS THEIR REVENUE ESTIMATES ARE WAY OFF BY NEARLY $60 MILLION.
POWERBALL IS DOWN BECAUSE OF THE 10% TAX ON GAMBLING WINNINGS ENACTED LAST YEAR. HE SAID A MASSACHUSETTS RESIDENT WOULD BE INSANE TO BUY POWERBALL HERE- BECAUSE OF THE ADDED TAX.
A STUDY IN 2007 SHOWED NEARLY A HALF MILLION VISITS TO MOHEGAN SUN OR FOXWOODS BY NH RESIDENTS.
THIS MAKES EVERY SCRITCH TICKET OR LOTTERY TICKET BUYER A DILEMMA. KEEP RECORDS FOR 4 YRS, INTEREST ON OVERDUE PAYMENTS,
THE FINANCIAL RESOURCES MORTGAGE MESS JUST GETS BIGGER. THIS WEEK - GOVERNOR JOHN LYNCH ASKED BANKING COMMISSIONER PETER HILDRETH TO RESIGN - AND HILDRETH SAID NO. JOSH - HOW LONG DO YOU THINK THAT WILL LAST?
GOVERNOR WAS VERY FORTHRIGHT IN HIS CRITICISM - ACCUSING HILDRETH OF FAILURE OF MANAGEMENT - IF HE HAD DONE HIS JOB, HE COULD HAVE STOPPED THIS PONZI SCHEME.
THE EXECUTIVE COUNCIL WILL HEAR THE CASE - BUT THEY ALREADY VOTED LAST WEEK TO ASK HIM TO RESIGN.
THE ATTORNEY-GENERAL'S OFFICE - UNDER KELLY AYOTTE - WAS ALSO CRITICIZED IN THE AG'S REPORT ON FRM. WE'VE HEARD A LOT OF CALLS FOR AYOTTE TO TESTIFY- MANY OF THOSE COMING FROM REP. PAUL HODES, HER POTENTIAL OPPONENT IN THE RACE FOR U.S. SENATE.
AG MIKE DELANY ALSO REPORTED THAT SEVERAL CONSUMER COMPLAINTS AND CRIMINAL COMPLAINTS WERE RECEIVED BY THE AG OFFICE AND FORWARDEDTO THE BANKING DEPT. BUT THE AG'S OFFICE DIDN'T FOLLOW UP.
ABOUT $80 MILLION IN INVESTMENTS WERE REPORTED LOST IN THIS PONZI SCHEME. GOVT. DEPARTMENTS ARE SHOWN TO HAVE BEEN UNCOOPERATIVE WITH EACH OTHER - AND A BLAME GAME GOING ON. DO YOU EXPECT A LOT MORE TWISTS IN THIS CASE?
WHAT ABOUT AN INDEPENDENT PROSECUTOR OR INVESTIGATOR?
IN SPITE OF EVERYTHING WE'VE BEEN TALKING ABOUT, THE BUSIEST OFFICE AT THE STATE HOUSE FOR THE NEXT FEW WEEKS IS PROBABLY SECRETARY OF STATE BILL GARDNER'S OFFICE. THAT'S WHERE PROSPECTIVE CANDIDATES HAVE TO FILE - AND THIS WEEK IT OPENED FOR BUSINESS - THAT BEING THE PRIMARY ELECTIONS THIS SEPTEMBER. WE WITNESSED FORMER MANCHESTER MAYOR FRANK GUINTA PAYING HIS $50. LOTS TOOK ADVANTAGE OF THE FIRST DAY. ANN MCLANE KUSTER , RICHARD ASHOO,
KEVIN - AMID THE GLUM FACES OF LEGISLATORS - FACES FULL OF OPTIMISM.

Whistleblower Law
The new law prohibits a public employer from disciplining, demoting, terminating, transferring, reassigning or discriminating against a public employee who has disclosed waste, fraud or abuse of public resources. This legislation provides a mechanism to file a complaint with the Department of Labor. Any criminal activity will be reported to the Attorney General's office or local law enforcement agencies.
